On July 13, under heavy U.S. military protection, a celebration event to announce the formation of the 25-member Interim Iraqi Administrative Council, at Baghdad's Conference Palace. Most of the members are exiled Iraqis who have not been in Iraq for long time and were airlifted by U.S. to Baghdad. They promised to form a new permanent government, draft a new constitution and call for a free-election soon. Yet the U.S. administrator -- the highest authority in occupied Iraq, will have final power to approve or veto the council's decisions. Many Iraqis told me "this is a U.S. puppet regime." Just few hours after the ceremony, unknown Iraqi attackers ambushed U.S. military patrol, killing one and injuring six.
